Local Education Agency Plan and
Single Plan for Student Achievement

Local Educational Agency Plan (LEAP)

Each LEA that receives federal funding sub-grants for No Child Left Behind (NCLB) programs is required by the State Board of Education to develop an LEA Plan, obtain local school board approval, and post it on their agency website. The LEA Plan includes specific descriptions and assurances as outlined in the provisions included in NCLB. In addition, LEA Plans summarize assessment data, school goals and activities from the Single Plans for Student Achievement developed by the LEAs schools.

The Contra Costa County Office of Education LEA Plan was developed and approved by the County Board of Education on June 9, 2010. This plan is effective for five years, but should be reviewed and modified periodically. In April 2013, this plan was revised to include current demographic and assessment data, and the strategies and related expenditures were modified to reflect current program needs and allocations.


Single Plan for Student Achievement (SPSA)

The California Education Code (EC 64001 a) requires that each school receiving funds through the Consolidated Application must develop a Single Plan for Student Achievement (SPSA). Each school must have a school site council involved in the creation and approval of these plans. The stated purpose of the SPSA is to improve the academic performance of all pupils. These plans must also be approved by the local governing board.

Contra Costa County Office of Education (CCCOE) has four schools that receive funding through the Consolidated Application and each site has developed its own SPSA.
