Contra Costa County Coordinating Council

Contra Costa County has a long history of active coordination between local school districts and the County Office of Education. This coordination is especially established when involved with services for expelled students. The County Office of Education Directors meet every other month with local district representatives to discuss issues of common concern, usually focusing on the most difficult to serve students.

CASCWA Model SARB Application Workshop

The Model SARB Recognition Program identifies and recognizes results-based school attendance improvement programs at the district or county level. You are cordially invited to the Model SARB Application Workshop which will guide attendees through the various content areas and scoring rubric as well as provide strategies to successfully complete the application. Previous Model SARB awardees and first-time applicants are encouraged to attend this workshop.

The CCC Coordinating Council is also a forum for communication and information sharing among school district administrators, County Office of Education administrators, and key personnel from the Probation Department, District Attorney's Office, Child and Family Services, Juvenile Courts, and other county agencies who work with students on attendance and behavior related issues. In addition to its bimonthly meetings, the Council convenes additional meetings focused on particular topics, as needed.

Some key activities addressed by the CCC Coordinating Council are noted below:

  • Share best practices and concerns related to SARB (School Attendance and Review Board) processes
  • Review new legislation and discuss implementation strategies
  • Review changes in district board policies and procedures
  • Discuss agency and district needs
  • Identify strategies and/or program to improve student attendance and promote student success
  • Improve district and county wide coordination efforts to improve student attendance and promote student success

Contra Costa County Office of Education SARB Hearings

The Contra Costa County Office of Education will conduct district level SARB hearings for students referred from its county operated community school, and its county authorized charter schools. As per AB 1643 & Ed Code 48321, county SARB members shall include, but not be limited to:

  1. Parent
    Representatives from:
  2. School district
  3. County probation
  4. County welfare department
  5. County superintendent of schools
  6. Law enforcement agencies
  7. Community-based youth service centers
  8. School guidance personnel
  9. Child welfare and attendance personnel
  10. County health care personnel
  11. County mental health
  12. County DA's office
  13. County public defender's office

The chairperson may determine the required members needed at a hearing, based on the needs of the pupil. The school district reps shall be nominated by the governing boards and appointed by the county superintendent, and all other persons shall be appointed by the county board of education. For the purpose of conducting hearings, a county SARB may meet as needed.

CA State School Attendance Review Board (State SARB)

The California State School Attendance Review Board (State SARB) was established (CA EC Section 48325, Statutes of 1987) to propose effective state strategies to improve school attendance and reduce the number of dropouts in the state. The legislative intent for the State SARB recognizes the importance of statewide dropout policy coordination, and the State SARB assists the State Superintendent of Public Instruction (SSPI) in disseminating effective practices to improve school attendance through the state (EC Section 48341).
