The Contra Costa County Office of Education has been involved in the Medi-Cal Administrative Activities (MAA) program since 1999. The County Office is the host entity for the Bay Region (Region 4) Local Educational Consortium (LEC) statewide MAA program. Region 4 is based on the California County Superintendent Educational Services Association (CCSESA) regions and serves Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo and Solano counties.
The MAA program allows school districts and county offices to be reimbursed federal dollars for costs incurred while performing certain administrative activities. Employees' record the time worked on these activities for one week each quarter, and then a claim is submitted based on the activities performed.
Administrative activities that facilitate enrollment into Medi-Cal and assisting students and families to access Medi-Cal services such as:
Allowable costs may include the salaries and benefits of the staff performing the activities, applicable operating expenses, and appropriate overhead expenses. MAA is a Federal Financial Participation (FFP) program, which requires a non-federal match. Approved MAA costs are reimbursed at fifty percent (50%). Revenue is unrestricted!

Northern California Medi-Cal Administrative Activities Joint Powers Authority (NMAS-JPA)
In July of 2004, the Northern California Medi-Cal Administrative Activities Joint Powers Authority (NMAS-JPA) was formed in order to offer high quality, efficient service by staff knowledgeable in both school functions and settings and the MAA program and to offer these services to you at the best price possible. Schools working for schools!
The participating JPA members consist of the following LECs: Region 3, Capital (Sutter County Superintendent of Schools Office); Region 4, Bay (Contra Costa County Office of Education); and Region 6, Delta Sierra (Stanislaus County Office of Education). NMAS-JPA is housed at the Stanislaus County Office of Education in Modesto.
